Procurement Methods

International Competitive Bidding (ICB)

Above ₦500M

Open to international and local bidders for high-value contracts. Advertised internationally with detailed bidding documents and prequalification requirements. Typically used for major infrastructure projects funded by development partners.

National Competitive Bidding (NCB)

₦50M - ₦500M

Open to all registered Nigerian companies. Advertised in national newspapers and procurement journals. Suitable for medium-value contracts where local capacity exists and international competition is not required.

Request for Proposals (RFP)

Consultancy Services

Used for procurement of consultancy services where technical expertise and methodology are as important as price. Evaluation based on quality-cost ratio with emphasis on technical proposal quality and relevant experience.

Request for Quotations (RFQ)

Up to ₦50M

Simplified method for low-value procurement of readily available goods and standard services. Minimum of three quotations obtained from registered vendors with award to the lowest responsive bidder.

Direct Contracting

Limited Circumstances

Used only in exceptional circumstances such as emergencies, proprietary goods, or when only one supplier exists. Requires special approval and thorough justification documentation.

Needs Identification & Planning

Project teams identify requirements and develop detailed specifications. Procurement planning integrated with project timelines.

Duration: 2-4 weeks

Bid Document Preparation

Procurement unit prepares comprehensive bidding documents including technical specifications, evaluation criteria, and contract terms.

Duration: 2-3 weeks

Advertisement & Bid Invitation

Tender advertisements published in relevant media. Bid documents made available to potential bidders.

Duration: 4-6 weeks

Bid Submission & Opening

Bidders submit proposals by deadline. Public bid opening conducted with minutes recorded.

Duration: 1 day

Bid Evaluation

Evaluation committee assesses bids against predetermined criteria. Due diligence on shortlisted bidders.

Duration: 3-4 weeks

Contract Award & Notification

Successful bidder notified. Contract negotiations finalized. Unsuccessful bidders debriefed.
